An Indian Passport holder is eligible to get a new passport when his/her current Indian Passport expires. The earliest an Indian national can apply for a new ten-year Indian Passport is a year before the expiry of his/her present passport. The fresh Indian Passport that is provided to the applicant is with the validity of ten years starting from the Passport’s date of issue in India. To put it clearly, if an Indian Passport holder has his/her passport expiring on December 31, 2010, application for a new Indian Passport can be deposited with the Embassy on any working day as per the timings between January 1, 2010 and December 31, 2010.
Please note that Government of India has stopped the practice of issuing Additional Booklets on existing Indian Passports. Hence, in case of either the pages of the existing passport have been used up or in case of completion of validity of the passport, the applicant is required to apply for a new Indian Passport only, as per the required process.
Process
Applicants please note that Indian Passports are not prepared in the Embassy and issued to the individuals from its office in Stockholm. Indian Passports are prepared and printed by the authorities in India and sent to us for onward despatch to their rightful owners. The process starts with the applicant depositing completely filled in Indian Passport Application along with all the necessary documents; the case is then referred to authorities in India. If everything is found fit by them, the passport is printed and sent to the Embassy for despatch. Applicants have to be careful about giving proper information in the application form, depositing necessary documents including photocopies wherever necessary and provide appropriate colour photographs. Instances have been there, where authorities inform us about rejection of photographs resulting in Embassy asking for fresh photographs of the applicants thereby delaying in printing of new Indian Passports in India.
There are two methods of applying for an Indian Passport :
(a) deposit the application form and documents in person at the Embassy
(b) send the application form and documents by post to the Embassy
(in this case, a return envelope must accompany the application bundle with the applicant’s address and adequate stamps for return of the Indian Passport)
The following documents are required by the Embassy to process the application:
a) Duly filled in Indian Passport Application Form
b) Four passport-size recent colour photographs (front view against light background)
c) Current passport in original (photocopies alone will not be acceptable)
d) Latest Personbevis issued by Skattemyndegheten (Extract of Population
Register issued by Swedish Tax Authority)
e) Copy of Residence Permit (if it is not endorsed on passport)
f) A self -addressed stamped REK envelope of appropriate size if you want the passport to be posted back to you. Applicants living in Latvia may attach 10 International Reply Coupons to their self addressed envelopes.
g) Registration form for Indian Nationals if not already submitted earlier.
h) Proof of bank-giro payment of SEK 415/- (for 36-page passport application) or SEK 520/- (for 60-page passport application)
Processing Time
Except for Indian Passport which requires to be issued by the Embassy in cases of emergency (i.e., when lost/stolen/damaged), all passports are now being printed in India, it will take about thirty days for issue of a printed passport, if everything is found to be fine with the application form, photo, etc., by the authorities in India. In case a reference is to be made to the original Passport Issuing Authority, it might take longer time.
Once the Embassy receives the Passports of the applicants, the names of the applicants are put up on the Embassy’s website for them to check and arrange collection of the Passports. For this purpose, applicants are required to visit the link Passport/OCI Status Check for further instructions.
ISSUE OF DUPLICATE PASSPORT/ TRAVEL DOCUMENTS
Issue of a duplicate passport/travel document, in case an Indian national’s passport is LOST, STOLEN or DAMAGED
If an Indian national who is legally resident in Sweden/Latvia has either lost, damaged his/her Indian Passport or the passport has been stolen, he/she is required to approach the Embassy of India, Stockholm to get a duplicate passport. A duplicate passport, just like a new passport, is valid for travel to all countries and is valid for ten years.
If an Indian national who is on a short visit to Sweden/Latvia and his/her Indian passport is lost, stolen or damaged within the period of validity of his/her Swedish/Schengen visa, the individual is required to approach the Embassy for a travel document, i.e., Emergency Certificate to go back to India.
Documents required for issue of a duplicate passport or an Emergency Certificate are:
a) Application Form for issue of duplicate passport
b) Four passport-size recent colour photographs (front view against light background)
c) Photocopy of the lost/stolen/damaged Indian passport
d) Police Complaint Report in case of loss or theft
e) A statement by the applicant explaining circumstances in which passport was lost/stolen/damaged
f) Introduction letter from employer (if the applicant is an employee of an organisation)
g) Affidavit signed by applicant stating that he/she has neither acquired or applied for any other country's nationality/citizenship.
h) A self addressed stamped REK envelope (self addressed envelope with 10 International Reply Coupons in case of applicants living in Latvia) of appropriate size if you want the passport to be sent back to you by post
i) Proof of bank-giro payment of SEK 1290/- (for 36-page passport application) or SEK 1445/- (for 60-page passport application) of SEK 55/- for an Emergency Certificate
k) Latest Personbevis issued by Skattemyndegheten (Extract of Population Register issued by Swedish Tax Authority) (applicable to Swedish Resident Permit holders)
l) Copy of Residence Permit for Sweden (applicable to Swedish Resident Permit holders)
In the normal circumstances when a temporary visitor loses Indian Passport, an Emergency Certificate is issued to him/her which is valid for return to India and costs SEK 55/-. Emergency Certificate issued to an Indian national by the Embassy does not validate travel to any other country.
In case of extreme emergencies, a Short Validity Passport is issued to the Indian nationals under the following circumstances:
(a) in case of a temporary visitor to Sweden/Latvia
(b) in case of a Swedish/Latvian Resident Permit holder
A Short Validity Passport is issued for a period of six months only in the cases when the Embassy finds it necessary to issue such Short Validity Passports.
Applicants may please note that such Short Validity Passports cannot be renewed. Applicants are required to apply for a ten year validity Indian passport with the Embassy by paying the normal passport fee of SEK 415/- and submitted necessary documents along with the application form.
If a Short Validity Passport has been issued from authorities in India, the Embassy can issue a full validity passport only after getting the clearance from the original Passport Issuing Authority, which takes time. Hence, such passport holders are advised to apply in good time.
Processing time
Processing time to get a duplicate passport is the same as that for RE-ISSUE OF PASSPORTS
In the case of deportation of immigrants caught by the Swedish/Latvian Police authorities for repatriation back to India, the police authorities need to either deposit or send by post the following documents to the Embassy for the Embassy to process the case further :
Completely filled in Indian Passport Application Form (available on this website under ‘Application Forms’)
Letter from the police authorities explaining the circumstances (including the charges levied) under which the individual needs to be repatriated
Indian nationals please note that children’s names cannot be entered in his/her parent's passport any more. Please apply for a fresh passport for the child. For a child to be given an Indian passport, he must be registered with the Embassy, as an Indian national within one year of birth. Important, Please Note:
If the parents of the child fail to get the registration of the child done at the Embassy and thus not obtain his/her Birth Certificate from the Embassy within the first year of the child’s birth, the process to obtain an Indian Passport and Indian Birth Certificate for the child is subject to a different procedure. The Embassy needs to refer the matter to the authorities in India to get clearance as to whether the Embassy can issue the Birth Certificate to the child and the application for child’s Indian Passport can only be processed further when the child has got a Birth Certificate from the Embassy.

c) Passports in original of both the parents along with photocopies of their passports’ important pages (front and back pages and pages where residence permits have been granted)
d) Hospital Discharge Certificate
e) Personbevis issued by Skattemyndegheten giving the name of the child and both his parents (Extract of Population Register issued by Swedish Tax Authority)
f) An affidavit signed by both parents that they have not applied for any other nationality for the child
g) A self -addressed stamped REK envelope- if you want the passport to be posted back to you (Applicants living in Latvia may send self addressed envelop with 10 International Reply Coupons).
h) Proof of bank-giro payment of SEK 680/- (SEK 680/- includes three components: SEK 210/- for registering child’s birth with the Embassy, SEK 210/- for issue of a Birth Certificate in the name of the child and SEK 260/- for issue of an Indian Passport to the child.)
FOLLOWING A MARRIAGE CHANGE OF NAME (SURNAME/MIDDLE NAME) OF INDIAN WOMEN IN THEIR PASSPORTS
Upon marriage, if the Indian women citizens wish to change their names (change of given name or change/addition of surname), they can do so by following a procedure of submitting the following documents with the Embassy:
a) Duly filled in Miscellaneous Services Application Form.
b)Application From for Fresh Passport
c) Four passport-size recent colour photographs (front view against light background)
d) Original Passport
e) Marriage certificate issued by Registrar of Marriages (it must be attested by the Home Department of concerned State Government and then by the Consular Division in the Ministry of External Affairs in New Delhi)
f) A joint affidavit signed by both husband and wife along with a joint photograph (see link).
g) Personbevis issued by Skattemyndegheten giving name of spouse (Extract of the Population Register issued by the Swedish Tax Authority)
h) Copy of Residence Permit (if it is not endorsed on the passport)
i) A self -addressed stamped REK envelope- if you want the passport to be posted back to you.

KINDLY NOTE THAT CHANGE OF NAME AFTER MARRIAGE AS PER THE ABOVE-MENTIONED PROCEDURE IS ALLOWED TO A FEMALE INDIAN APPLICANT ONLY. TO CHANGE THEIR NAMES, INDIAN MALE APPLICANTS IN ALL CASES AND INDIAN FEMALE APPLICANTS IN CASES OTHER THAN MARRAIGE ARE REQUIRED TO FOLLOW THE NORMAL PROCEDURE AS MENTIONED BELOW.

g) Original newspaper announcement announcing change of name, published in two leading daily newspapers. One newspaper should be of area of applicant's permanent address in India and the other of the area of his present address in Sweden.
h) Affidavit in prescribed format signed in presence of Consular Officer.

CHANGE IN APPEARANCE
If the appearance of an applicant has changed significantly since the issue of his/her last passport, an Indian national can apply for a fresh passport with a recent photograph.
The following documents are required to be submitted:

d)A letter/exlanatory note on plain paper explaining the circumstances because of whom the service is requested.

MISCELLANEOUS SERVICE
CHANGE FROM
EMMIGRATION CLEARANCE REQUIRED (ECR) TO
EMMIGRATION CLEARANCE NOT REQUIRED (ECNR)
The following Indian nationals are eligible to obtain the ECNR stamp on their passport, by submitting appropriate proof regarding their status:
a) Gazetted State/Central Government servants
b) Proof of Income Tax Payment in India (Proof of Assessment to Income Tax and actual payment of Income Tax for last 3 years in a row)
c) Persons holding professional degrees/diplomas (diplomas should have been obtained at least after two years of studies)
d) Persons having 10 + 2 qualification or higher
e) Persons legally staying abroad for more than 3 years
f) Persons holding permanent immigration visas such as the visas of USA, UK and Australia
g) Persons above the age of 50 years
h) Dependent children of parents whose passports are classified as ECNR.(ECNR is valid until they attain 24 years of age)
To obtain the above service an applicant has to submit the following:
a) Duly filled in Miscellaneous Services Application Form
b) Original Passport
c) Documentary evidence that he qualifies in any of the above category
d) Proof of bank-giro payment of SEK 105/-
CHANGE OF ADDRESS
If an Indian national wishes to change his/her address in the passport, the following documents are required to be submitted :
a) Duly filled in Miscellaneous Services Application Form
c) Original Passport
d) Documentary evidence of your address such as Personabevis or electricity/water bills etc showing your address
e) Proof of bank-giro payment of SEK 105/-
f) Self addressed stamped REK envelope
IMPORTANT
If an applicant is holding a passport in which the address is in the laminated page of the passport, change of address involves issue of a fresh Indian Passport and, hence, he/she is advised to follow the procedure of obtaining a new Indian Passport accordingly.
RENUNCIATION OF INDIAN CITIZENSHIP
AS PER THE CITIZENSHIP RULES 2009 OF GOVERNMENT OF INDIA, INDIAN NATIONALS LIVING ABROAD WHO INTEND TO ACQUIRE A FOREIGN CITIZENSHIP ARE REQUIRED TO RENOUNCE THEIR INDIAN CITIZEN SHIP. TO DO THIS, THEY NEED TO SUBMIT A DECLARATION OF RENUNCIATION OF THEIR INDIAN CITIZENSHIP, DEPOSIT THEIR INDIAN PASSPORT FOR CANCELLATION UPON PAYMENT OF FEE OF RS.7,000/- EQUIVALENT TO SEK 1183/-. SINCE THE GOVERNMENT OF INDIA DOES NOT PERMIT DUAL NATIONALITY TO INDIAN CITIZENS, THIS REQUIREMENT IS NECESSARY TO PROCESS APPLICATIONS FOR PIO CARDS AND OCI CARDS BY PERSONS OF INDIAN ORIGIN WHO HAVE ACQUIRED CITIZENSHIP OF ANOTHER COUNTRY. THE PROCESS TO RENOUNCE ONE’S INDIAN NATIONALITY IS TO SIMPLY DEPOSIT PERSONALLY OR SEND BY POST HIS/HER INDIAN PASSPORT AND THE FOREIGN-NATIONALITY PASSPORT. IN CASE OF WISHING THIS SERVICE BY POST, A RETURN ENVELOPE WITH ADDRESS AND POSTAGE STAMPS MAY ALSO BE SENT TO THE EMBASSY. THE EMBASSY ON ITS PART WILL CANCEL APPROPRIATE PAGES AND RETURN BOTH THE PASSPORTS TO THE INDIVIDUAL. PAGES CONTAINING VALID VISAS WILL NOT BE CANCELLED. FORM OF RENUNCIATION OF INDIAN CITIZENSHIP CAN BE FOUND UNDER APPLICATION FORMS.
PAYMENT OF FEES
The Embassy has stopped accepting cash/cheque at the Visa/Passport Counter. Applicants are requested to pay fee for the service requested through BANK-GIRO (5816-4930) only and enclose a copy of the proof of payment along with the application documents.
