All those who do not hold valid Indian Passport, need a visa to enter India. Foreign nationals who hold valid PIO Card or OCI Card do not need a visa to enter the country.
Applicants from Latvia are required to apply for visa direct with the Embassy of India, Stockholm. They do not need to go to the Indian Visa Application Centre (run by TT Services).

Due to security policy directives, time taken to process the visa applications can be longer than the mentioned number of days required for processing.
The following categories of visa applicants are eligible to apply for visa through IVAC, whether applying personally or by post/courier :

Processing For Category–I Visa Applicants
During the lean season (March 16 to September 15), if the following conditions are met, visa can be granted in eight working days and can be collected from IVAC office:
Visa applications deposited personally at IVAC
Visa applications found to be complete in all respects
Visa fee paid at IVAC either through cash or card
Applicants are provided a receipt in lieu of the payment thus made and a date is mentioned on the receipt as a probable date of collecting passport with visa.
Original receipt is to be shown at the counter to collect the passport with visa.
Postal visa application cases in this category during this lean season (March 16 to September 15) will require ten working days of processing>
During the peak season (September 16 to March 15), if the following conditions are met, visa can be granted in ten working days and can be collected from IVAC office:

Visa applicants who are non-Swedish nationals but resident in Sweden, processing time is mentioned below :

In postal cases, no cash should be sent in the envelopes, only proof of payments through bank-giro, etc., and a return envelope with applicant’s address and postal stamps should be added for dispatch of the documents back to the applicant. Requirement of submission of documents according to the category of visa application remains the same.
Category – III
The following categories of visa applicants are eligible to apply for visa direct with the Embassy, whether applying personally or by post/courier :
Latvian passport holders, ordinarily resident in Latvia

Proof of payment is submitted at the counter
Applicants are provided a receipt and a date is mentioned on the receipt as a probable date of collecting passport with visa.

For the above Category – III visa applicants, if the visa is applied by post, a minimum of 15 days are required to process. In case of postal visa applications, payment is required to be made through bank transfer to the Embassy, details of which are provided at the end of this page. Applicants are, therefore, required to apply well in advance when applying by post. No cash is to be sent in the postal envelopes.

The following categories of visa applicants whether from Sweden or Latvia are required to contact the Embassy before applying because of a different visa procedure :
Pakistani passport holders, ordinarily resident in Sweden/Latvia
Afghanistani passport holders, ordinarily resident in Sweden/Latvia
Swedish passport holders, ordinarily resident in Sweden/Latvia, who have at some point of time held Pakistani passport or were born in Pakistan
Due to security policy directives, time taken to process the visa applications can be longer than the mentioned number of days required for processing.
that visa fee once paid is non-refundable.
that the right to grant visa solely remains with the Embassy of India, Stockholm including related to the number of days and entries.
that all Diplomatic/Official Passport Holders are required to apply for visa along with a Note Verbale from Foreign Office, if their visit is official.
that all applicants who apply by post, both from Sweden & Latvia, are required to submit ‘self-addressed envelopes with adequate stamps pasted on them for return of passport(s)’ as well as ‘proof of payment of visa fee’ in addition to the other requirements of visa application process.
that applicants who apply by post should refrain from sending cash in envelopes to either the IVAC or the Embassy.
that Swedish/Latvian passport holders of Sri Lankan origin are required to submit Visa Clearance Form + SEK 50 in addition to the Visa Application Form and applicable visa fee.
that telephonic enquiries can be made at the Embassy, in respect of visas applied at the Embassy only, between 1430 and 1630 hours
that e-mail enquiries can be made at the Embassy, in respect of visas applied at the Embassy only.
that the visa sticker pasted on the passport gives information regarding the name of the applicant, passport number, category of visa, number of entries, validity of the visa, stamp and signature of the Embassy authority and, if required, special endorsement for visit to protected/restricted areas within the territory of India.
that if a discrepancy has been found in the visa sticker, it should immediately be brought to the notice of IVAC or the Embassy as applicable.
that it is advisable to get a valid Indian visa transferred from old/damaged passport to the new passport by re-submitting visa application form and paying transfer fee of SEK 55 (+ IVAC service charges) with the IVAC or the Embassy, whichever is applicable.
Employment Visa once granted by the Embassy is not extendable in Stockholm. The visa can only be extended in designated offices (Foreigners’ Regional Registration Office) in India nearest to the place of work of the individual.
That issue of visa by the Embassy of India in Stockholm does not guarantee the applicant right to enter the territory of the Republic of India; final authority to allow entry into India lies with the immigration authorities at the airport or any other port/place of entry.
The visa application form is available at the TT Services/Embassy homepage. This form is to be filled up on the website, taken a print out, signed and submitted to the TT Services/Embassy (whichever is applicable) with all requisite enclosures.
Each and every individual has to apply for visa separately, including infants and minors.
All entries in the form must be completed and the applicant must put his/her signature or thumb impression. Thumb impression of minor children must be counter-signed by either of the parent/legal guardian.
Applications can be submitted in t4e Embassy between 0930-1200 hrs on any working days from Monday to Friday (excluding holidays) or can be sent by registered post if accompanied by a self addressed and stamped REK envelope, so that the passports can be returned by post. Visa applications are to be accompanied by
(a) the original passport valid for at least 6 months and with minimum of 2 blank pages
(b) one passport-size photograph with front view against light background, not older than six months
(c) proof of payment of visa fee
(d) visa clearance form and copy of person-bevis if you do not hold Swedish or Latvian passport (OR IF YOU ARE A PERSON OF SRI LANKAN ORIGIN)
(e) other additional papers depending upon the purpose of your visit (mentioned separately on this page)
(f) Incomplete applications are liable to be rejected
Foreign Nationals
Those who do not hold Swedish/Latvian passports and Swedish passport holders of Sri Lankan origin are required to complete the Visa application form and the VISA CLEARANCE FORM. Processing time is longer in such cases.
Persons of Indian Origin
Even applicants of Indian-origin need a Visa, a PIO card or an OCI card to enter India.
Indian-origin nationals can also apply for a five-year visa, if they submit their familibevis, copy of previous Indian passport or other proof of their being of Indian-origin.

The Embassy also does not have a policy of issuing employment visas for second time to the same person for working more in that company, amounting to extension.
